8.6. Downtown Mural Program

This program is separate from the CIP programs; however it was designed to overlap with the Downtown CIP Program 1. It covers 100% of the cost of paints, supplies and painting fees (from the artist) for the creation of a mural, to a maximum of $10,000 per façade.

The façade must be public-facing and the design is subject to an approval from the Town’s Special Projects Advisory Committee, and must not include advertising (which would constitute a sign under the Town’s Sign Bylaw 2011-023). The CIP Administrator will reach out to you about potential designs.

There is an option to have the work done by local art students from Bradford District High School (BDHS), who do not charge for the creation of the artwork and do the project in class over several weeks (depending on the scope of work). They do the designs on panels that can be affixed to the building exterior. The costs for supplies and to affix the panels is covered by the program.

Would you consider working with the BDHS Art Department and its students? The CIP Administrator can assist you with this process.

The program provides grant assistance to further specify extent and nature of environmental contamination through the preparation of a Phase II ESA study and the subsequent creation of remediation plans. Program eligibility includes privately owned sites which have a competed Phase I ESA from a Qualified Person (QP) as defined under the Environmental Protection Act (EPA) and its regulations.

Eligible studies are anticipated to include a Phase II ESA and Remediation Action Plans, Risk Assessments, and other studies that are part of the regulatory submission requirements to enable a Record of Site Condition (RSC) acknowledged by Ministry of Environment, Conservation and Parks (MECP).

This grant has the potential to leverage significant private sector investment in interior building renovations and improvements, and help address the costs involved with a range of matters, such as:

• Building, fire and other code compliance
• Expansion/additions
• Retrofitting, modernizing existing floor space for existing or new building occupants (this specifically excludes tenant fit‐up);

Eligible Costs include (but are not limited to): costs associated with materials, labour, equipment, financing, insurance, regulatory approvals and professional fees related to internal building works, including major fit‐up to meet the future needs of tenants.
